Any chips that have VGA analog RGB input at 1024x768 and output HD 1920x1080 in Digital RGB or to LVDS? Any with screen position adjustments?

                I am trying to find a chip/s that will accept VGA analog RGB input at 1024x768 and output HD 1920x1080 in Digital RGB or to LVDS to drive an LCD display. Does anyone know a chip can be configured to allow with that type of input, output and upscaling? Any recommendations that also offer video positioning horizontally and vertically?  Thank you
