I have a few additional suggestions.
If you do not already have a board designed, I would consider looking at one of the newer SHARCs, one of the ADSP-2147x DSPs might be a better choice.
You will need an external flash. DO NOT USE A PARALLEL FLASH with a ADSP-21261 or (21262 or 21364, etc). These only work with non CFI compliant parallel flash which are all obsolete. Serial flash is readily available in a standalone 8 pin package from many suppliers. I prefer Spansion or Micron.
If you are building many boards, you will want a programmer. Our dspFlash programmer is best suited for this task. It is faster, doesn't not need ADI tools and has extended features. It is not a replacement for an ICE, You will definitely want either an ICE-1000 or ICE-2000 as Craig suggested. You can use your ICE for small volume production programming assuming you have VDSP or CCES on the programming computer already. .
