When you ran "regsvr32.exe ...", did you ensure you launched the CMD.exe using the "Run as Administrator" option, as noted in the EE-Note instructions? Windows 7's User Account Control may redirect registry writes to a Virtual Registry unless you run the command prompt with elevated permissions in this manner.
I quickly tested this with Windows 7 x64 and VisualDSP++ 5.1.2 and have been able to use the AdvancedExpertDAI utility in this environment, so hopefully we can get you up and running too.
