I looked at your document again, it mentions 720 X 800. The part does not support that format anyway, but we do support NTSC and PAL.
I setup PAL again this morning to grab a snapshot of the output timing from the encoder.
Here are the I2C writes used:
; Power up DACs and PLL
54 01 00; SD only mode
54 80 10; SSAF Luma filter enabled, NTSC mode
54 82 CB; Step control on, pixel data valid, pedestal on, Y output was used on DAC2.
54 87 20; PAL/NTSC autodetect mode enabled
54 88 10; 10 bit input enabled
I measured the active video period using a 'scope. The output was correct at 53uS. I have attached a picture of the image seen on the 'scope. I believe we are both using very similar settings, the most important one is that EAV/SAV timing was used on your setup and on mine (54 8A 08).
I think this proves the settings and the ADV7393 are correct and your issue lies with the incoming video or over-scan on the TV. From looking at you picture though, it looks like the issue is with over-scan on the TV.
