On initial power up of the ADAS3023, the configuration is undefined. What configuration are you utilizing? This needs to be configure by applying reset or programming the configuration register.
What reference voltage are you using, is it internal or external? Please make sure this voltage are stable and accurate.
Can you also share scope shots of CNV and SDO, would like to see the when the SDO pin from tris-state to enable.
It will be also helpful if you can include the timing of the CS pin together.
