I am not an expert of AD9520, but the observation you said are quite interesting. The device should not behave like that since the device is a clock distribution device and should be capable of driving 4DDS ICs.
I have checked if you have posted in the clock and timing community, and it seems you have posted already.
Please let us know if there is still an issue on the DDS part after the clock distribution issue has been resolved.
